Hosting inside the UAE costs almost nothing extra on a hyperscaler — Amazon charges 2 to 5 per cent more in its UAE region than in Frankfurt — but three to four times more in the independent VPS market. So the honest answer to “should I host in the UAE?” depends far more on which tier you buy than on the country.

Does hosting location actually change how fast your site feels?
Less than most people assume for websites, and more than most people assume for applications.
A web page served from cache travels to the visitor from the nearest CDN edge, not from your server, so its origin location barely matters. An application that makes six uncached database round trips inside one request pays the distance six times. That single distinction explains most of the disagreement about hosting location.
Concretely, Microsoft publishes continuously measured round-trip times across its own backbone. In the dataset dated 30 July 2026, the median round trip is 100 ms from its Dubai region to Frankfurt, and 118 ms in the other direction, against 15 ms between Dubai and Qatar. BlueVPS separately publishes roughly 5 ms from its Dubai node to Dubai city centre and 12 ms to Riyadh.

So the real number is roughly 100 ms of extra round trip between a Gulf user and a European origin. Multiply that by the number of uncached round trips your page makes, and you have your answer.
- Brochure or corporate site, well cached, CDN in front — location is close to irrelevant.
- WooCommerce checkout, customer dashboard, booking engine — location starts to show.
- Real-time dashboards, trading screens, VoIP-adjacent apps, game servers — location dominates.
How much does a UAE data centre actually cost you?
There is no single answer, because the UAE premium is completely different at the two ends of the market — and that is the most useful thing on this page.
At hyperscaler level, the UAE premium is 2–5%
These are on-demand Linux prices from Amazon’s own public price-list files, published 21 September 2026, for identical instance types in three regions:

Two things fall out of that table. First, hosting in the UAE on a hyperscaler costs almost the same as hosting in Germany — a few per cent, not a multiple. Second, “the Middle East is expensive” is not a rule: Bahrain is about 12% dearer than the UAE for m6i.large, and identical for the small instances.
At small-VPS level, the Dubai premium is three to four times
The same comparison in the independent VPS market looks nothing like it. Measured per gigabyte of RAM, from published entry plans on 23 September 2026:

A spread of thirty-four to one, for silicon that is broadly the same. The conclusion is not that Dubai providers are overcharging — UAE rack space, power and transit genuinely cost more, and the Dubai facilities involved are serious: AEserver describes its DX1 site as Tier 4 with named SOC 1, SOC 2 Type II, PCI-DSS and ISO certifications, Serverspace’s Dubai region sits in Equinix DX1, and BlueVPS states a Tier III Dubai facility with an Abu Dhabi node. The conclusion is that if you want a UAE location on a small budget, a hyperscaler region is the cheaper way to buy it, because that is where the premium has already been competed away.
Which cloud actually has a UAE or Saudi region?
This is the constraint most people discover too late, and it is not symmetrical:

Read that table twice if you are planning a Gulf deployment. AWS and Azure have the UAE but not Saudi Arabia; Google Cloud has Saudi Arabia but not the UAE. If your requirement names one country and your engineering team has standardised on one cloud, those two facts may not be compatible, and it is far cheaper to find out now.

When the contract decides for you
Price and latency stop mattering the moment a written obligation names a jurisdiction. In practice the requirement reaches you through one of four routes, and it is worth identifying which one applies before you shop:
- A clause in your client’s contract requiring data to remain in a named country. The most common route, and the easiest to verify — read the clause.
- A public-sector tender that specifies where systems and backups must sit.
- A sector regulator — financial services, healthcare and government work carry the strictest expectations in both the UAE and Saudi Arabia.
- Your own data-protection policy, if it commits you to a jurisdiction.
For orientation rather than legal advice, these are the instruments that exist:
- UAE — Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data, in force since 2 January 2022. The UAE government’s own summary states that it “sets out the requirements for the cross-border transfer and sharing of personal data for processing purposes” and applies to processing “inside or outside the country”. - Saudi Arabia — two separate regimes. Personal-data transfer abroad is governed by SDAIA, which publishes a Regulation on Personal Data Transfer Outside the Kingdom together with standard contractual clauses and a transfer risk-assessment guideline. Cloud hosting is separately governed by the CST’s Cloud Computing Service Provisioning Regulations, approved by decision 506/1445 and effective 10 October 2023.
We are deliberately not quoting operative clauses from those instruments. Residency rules change, they differ by sector and by free zone, and a hosting company is the wrong source for a legal position — and in this case parts of the source text sit behind portals we could not open, so quoting them would be guessing. Get the requirement in writing from whoever imposes it, then bring it to us and we will design to it.
What we can tell you is the engineering consequence: a residency requirement usually means a hyperscaler region or a local provider, and it almost always applies to backups as well as the live system — which is the detail most people miss until an auditor asks where the nightly snapshot goes.

If your requirement is residency inside the UAE, we will say so and point you to a provider that has it, or design a split where the regulated data sits in a UAE region and everything else does not. What we will not do is sell you a European plan and let you assume otherwise.
How to choose, in four questions
- Is there a written residency obligation? If yes, that decides it. Go to a UAE region or a UAE provider and stop optimising for price.
- Is your content cacheable? If most of it is, put a CDN in front and host wherever is cheapest and best operated.
- How many uncached round trips does a page make? If the answer is more than two or three, distance compounds and a Gulf region earns its premium.
- Which tier are you buying? At hyperscaler scale the UAE costs a few per cent more; in the boutique VPS market it costs several times more. Buy the location where it is cheap.

Frequently Asked Questions
Is it more expensive to host in the UAE than in Europe?
It depends entirely on the tier. On AWS, the UAE region costs 2 to 5 per cent more than Frankfurt for the same instance — USD 0.0251 versus USD 0.0240 per hour for a t3.small as of 21 September 2026. In the independent VPS market, a Dubai-hosted entry plan costs three to four times more per gigabyte of RAM than a German one.
Does AWS have a UAE region?
Yes — me-central-1, labelled “Middle East (UAE)” in Amazon’s own price-list files. There is also me-south-1, “Middle East (Bahrain)”. Interestingly, Bahrain is not automatically cheaper: it prices m6i.large about 12 per cent above the UAE region.
How much latency do I lose hosting in Europe instead of Dubai?
About 100 milliseconds of round trip. Microsoft’s published backbone measurements, in the dataset dated 30 July 2026, give a median 100 ms from its Dubai region to Frankfurt and 118 ms in the reverse direction, against 15 ms between Dubai and Qatar. For cached pages behind a CDN that is largely invisible; for an application making several uncached database round trips per request, it multiplies.
Does Saudi Arabia have an AWS region?
Not yet. As of 23 September 2026 AWS lists no Saudi region and has announced one for December 2026, with the region code not yet published. Google Cloud already operates me-central2 in Dammam. Azure has no Saudi region. So a Saudi residency requirement today points at Google Cloud or a local provider, while a UAE requirement points at AWS or Azure — the two clouds have the opposite coverage.
Do I need a UAE data centre for a company website?
Usually not. A cached corporate or brochure site served through a CDN performs well from Europe, and most UAE businesses have no written residency obligation. The exceptions are contracts, tenders and sector regulators that name a jurisdiction — and in those cases the requirement normally covers backups too, not just the live system.

Is a CDN a substitute for hosting closer to my users?
For static and cacheable content, largely yes — that is what a CDN is for. For anything that must hit your origin on every request, such as a logged-in dashboard or a checkout, it is not. The practical test is what percentage of your requests can be served from the edge.
Which providers have a data centre in the UAE?
Of the providers priced on this page: AEserver states “UAE – Dubai” as a selectable server location and describes DX1 as Tier 4; Serverspace lists a Dubai region at Equinix DX1; BlueVPS states a Tier III Dubai facility with an additional Abu Dhabi node; and AWS operates me-central-1. Contabo, DigitalOcean and Hetzner have no Middle East location.
How often should these figures be re-checked?
Quarterly at minimum, and before any annual commitment. Cloud price lists change without announcement, and the VPS market runs term-linked promotions that expire. This page carries the date it was verified for that reason.
